CARNET (Notebook) and ATA (English combination and French: Admission Temporaire/Temporary Admission) is an international customs document that can be used for the temporary admission of goods, exempt of import duties and tax-free such as the VAT, during one year, instead of using the usually required customs documents.
This ATA Carnet is the result of customs agreements customs, sponsored by Council of Customs Cooperation and administered by the World Organization of the Customs (WOC) for 40 years.
Updating, it is used in 65 countries by the companies, constituting a true one “passport” for the temporary import or temporary export of goods. During the year of 2005, 151,012 documents were sent with a value of 13,358 million dollars in the world.
Each country in the ATA System emits this document through the Chambers of Commerce affiliated to the International Chamber of Commerce (ICC), with headquarters in Paris. These organisms, as promoters of the managerial development, guarantee the payment of duties to the local customs authorities, in case the imported goods with an ATA Carnet sent abroad, were not re-export.
Mexico entered to this system from the year of 1997, however the sender/guarantee organization doesn't exist in order to carry out this step, so Mexico City National Chamber of Commerce, together with the Mexican Chapter of the International Chamber of Commerce (ICC) have signed an agreement of strategic alliance to make possible the application of this instrument in the country.

What goods include the ATA Carnet?
The ATA Carnets cover the following goods:
Commercial goods (for showing) Professional material Goods to be presented or used in commercial fairs, showing, exhibitions and similar events.
This means that almost all the goods can benefit of an ATA Carnet, such as: tools, photographic and cinema material, musical instruments, industrial machinery, jewelry, clothes, aeronautic equipment, works of art, systems of sound, among other, however it is necessary to mention that this ATA Carnet doesn't cover perishable or consumable articles, or goods that will be transformed or repaired.
What benefits can you obtain through ATA Carnet?
It reduces export costs by means of elimination of the value added tax (VAT) and the duties. They simplify the step for the customs in the border ports, allowing the importers and exporters to use an only document for all the customs formalities.
